Located 45 miles south of Norfolk, Virginia in the far northeast of the inner banks of North Carolina, the city of Elizabeth City is a charming community having a population of 20,000 residents, with a county population of 43,000. The City of Elizabeth City is currently seeking a Director of Public Utilities who will provide the services to the Community in accordance with the highest professional standards, and is committed to assuring a quality of life for our valued customers by providing water and sanitary sewer services in a safe and efficient manner. The current Director completed several Capital Improvements projects including reconstruction of the downtown area including streets, major storm water projects, bridge replacement and the expansion of the well field. The Director is charged with maintaining a vast City Infrastructure that includes 110 miles of water service, 105 miles of gravity lines and force mains with 59 pump stations, a water treatment plant, a waste water treatment plant and 100 miles of local roadway. The ideal candidate will demonstrate an innovative spirit and a forward-thinking philosophy with the vision and ability to work in a diverse and engaged community. The Successful Candidate will supervise the work of a large staff, and maintain effective working relationships with City officials, other public officials, associates, contractors and the general public. The ideal candidate will be a fair, ethical, and decisive leader whose guidance and decisions will primarily be focused on what is best for the City of Elizabeth City. Presently, the City’s Public Utilities Department has approximately 100 employees, covering the management and performance of ten operating divisions, including Administration, GIS, Electric, Energy Management, Fleet Maintenance, Sanitation, Street, Water & Sewer Utilities, Water Treatment and Waste Water Treatment. The Director oversees an operating budget for the entire department exceeding $15 million. The Department is largely funded by General, Electric, Sanitation, Storm Water, and Water & Sewer Funds. The Public Utilities Director reports to the City Manager. The current Director is retiring after 48 years of combined service. The salary range posted includes premium pay for the preferred Master's degree and certification; appointments in the range are dependent upon qualifications and education.
