Capital Improvement Program Division Manager THE POSITION: The Capital Improvement Program Division Manager (CIPDM), under general direction, plans, integrates, and controls the work of the Program Management and Controls Division of the Bureau of Environmental Services (BES). Responsibilities include development of the annual $100+ million Capital Improvement Program (CIP), related budget documentation, quality assurance for projects, and program tracking for compliance with procedures as well as for schedule and cash flow; updates to Engineering Services procedural manuals and provision of project manager tools including intranet resources and training. This position is also responsible for oversight of the operating budget and administrative support functions for the 170 FTE Engineering Services Group; which is responsible for analysis, design, construction management, technical standards, documentation of best management practices, sewer system construction, protection and enhancement, development review and permitting, green infrastructure integration, CIP program and budget management, and implementation of projects to protect infrastructure.
The CIPDM is a key member of the Engineering Service's leadership team, bringing a strategic/big-picture perspective to the work of the Group. This position frequently interacts with bureau leadership.
The Bureau of Environmental Services is a city-owned utility responsible for sewage and stormwater collection and treatment, the protection of surface and groundwater quality, and works for clean rivers and healthy watersheds. More than 500 highly skilled employees, including union-represented employees, work in six groups. Each group has technical staff and specific responsibilities. Groups work collaboratively for overall success. TO QUALIFY: The following minimum qualifications are required for this position:
